During the Soviet era, bus drivers whose routes were in the border regime zone or crossed it not only sold tickets, but also asked for proof whether the specific passenger who was seeking to buy a ticket to Kolka, for instance, had authorisation to travel there. If someone who did not have a permit was sold a ticket, the bus driver was punished with a 10 rouble fine – a lot of money at that time.
