Lai makšķerētu publiskos ūdeņos Latvijā, Lietuvā un Igaunijā ir jāiegādājas makšķerēšanas karte (katrai valstij atsevišķi) un atsevišķos gadījumos papildus arī licence. Nopirkt kartes un licences, kā arī iegūt papildus informāciju var makšķerēšanas piederumu veikalos, makšķernieku klubos u.c.
